
What is the PPWR and why is it important?
The Packaging and Packaging Waste Regulation (PPWR) is a new European law that came into effect in February 2025.
This regulation replaces the old directive and has one clear goal: to make all packaging in Europe more sustainable.
For companies working with cardboard coffee cups (such as take-away, events, or hospitality), many things will change in the coming years.
We briefly explain what to expect — and how PromoCups is already ready for the future.
1. All packaging must be recyclable (from 2030)
Starting January 1, 2030, all packaging in the EU must be designed for recycling.
That means: simple materials, easy to separate, and suitable for existing recycling systems.
Our P2P cups with a water-based coating are fully recyclable with paper waste — already completely in line with the new requirements.
⚠️ Note: From 2038, only A- and B-classified packaging will be allowed on the market.
2. Ban on PFAS in food packaging (from August 2026)
The PPWR bans the use of PFAS, harmful substances sometimes found in food packaging coatings.
From August 2026, PFAS will be completely banned in cups, food containers, and other food-contact products.
Our cardboard cups are PFAS-free and already comply with this future regulation.
3. Less waste, more reuse
The EU aims to significantly reduce packaging waste:
- 5% less per person by 2030
- 15% less by 2040
At the same time, reusable packaging is being encouraged.
For transport packaging, the reuse targets are 40% by 2030 and 70% by 2040.

4. New labeling & clear recycling information
In the coming years, a single unified label will be introduced across the EU.
Each package will include information about:
- the material type
- sorting instructions
- whether the packaging is reusable
Reusable cups will also carry a QR code with information on reuse and recycling.
This labeling will become mandatory between 2028 and 2029.
5. Less material, less empty space
The PPWR obliges producers to reduce the weight and volume of their packaging.
That means: no unnecessarily thick cardboard or double layers — but light, efficient materials.
